Until now, showing creditable withholding tax on an invoice was up to you. Many businesses added a “Less: Withholding Tax” line out of habit, but the BIR never required it.
That changes on October 16, 2026. Under Revenue Regulations No. 6-2026, the creditable withholding tax on an invoice becomes required whenever your customer withholds.
If you sell to corporations, top withholding agents or government offices, your invoice templates, billing systems and unused booklets all need attention this week.
RR 6-2026 amends Section 6(B) of RR 7-2024. That’s the regulation implementing the invoicing rules of RA 11976, the Ease of Paying Taxes Act.
Section 6(B) lists everything an invoice must contain, from your registered name and TIN to the VAT amount as a separate item. It had 21 items. None of them was withholding tax.
RR 6-2026 adds item 22: “The amount of Creditable Withholding Tax, if applicable, shall be shown as a separate item.”
| Before RR 6-2026 | From October 16, 2026 | |
|---|---|---|
| CWT line on the invoice | Optional | Required when the buyer withholds |
| Unused printed invoices | No change needed | Usable until consumed, with “Less: Withholding Tax” stamped conspicuously |
| Newly printed invoices | No CWT phrase needed | Must carry “Less: Withholding Tax” |
| Sales with no tax withheld | No CWT line | Still no CWT line |
RR 6-2026 takes effect 15 days after publication in the Official Gazette or on the BIR website, whichever comes first.
The BIR posted it online on October 1, 2026, so the start date is October 16, 2026. We haven’t found an earlier Official Gazette publication. If one surfaces, the date moves earlier, so treat October 16 as the latest.
RR 6-2026 doesn’t give a reason. It’s two pages: the new item, a transition rule and the effectivity clause. Here’s our read.
The invoice is now the main document. Since the Ease of Paying Taxes Act, the invoice is the primary evidence of a sale, and official receipts are optional (Section 6(A)(4) of RR 7-2024).
When a customer withholds, you collect less than the invoice total. Showing the CWT on the invoice lets the invoice, the payment and the BIR Form 2307 match.
The BIR will soon see invoice data directly. E-invoicing becomes mandatory for covered taxpayers on December 31, 2026. With a CWT field in that data, the BIR can compare what sellers say was withheld with what buyers actually remitted.
Our e-invoicing guide covers who’s required and the registration steps.
More invoices now carry CWT. RR 24-2025 introduced a 0.5% creditable withholding tax on wholesale purchases by top withholding agents, manufacturers and direct importers. Many product suppliers now deal with withholding alongside service providers.
The timing fits the e-invoicing deadline. Defining the field now lets businesses build it in before they lock in their e-invoicing setup.
This hits you most. Service providers, contractors and suppliers to top withholding agents or government offices will have CWT on most invoices.
Say you’re a VAT-registered contractor billing ₱100,000 for services, plus ₱12,000 VAT. Your corporate client withholds 2% on the ₱100,000 before VAT, or ₱2,000. Your invoice now shows:
| Line | Amount |
|---|---|
| Services | ₱100,000 |
| VAT (12%) | ₱12,000 |
| Total amount of sale | ₱112,000 |
| Less: Withholding Tax (2%) | ₱2,000 |
| Amount due | ₱110,000 |
The rate depends on what you’re paid for. Our withholding tax guide lists common rates, and the EWT calculator shows the computation with VAT.
Individual buyers don’t withhold, so most of your invoices won’t need a CWT line. If you also have corporate accounts, those invoices still do.
Subsidiaries on a group ERP, and businesses on CAS, POS or invoicing software, need a new field in the invoice layout.
RR 6-2026 doesn’t say whether changing the layout needs a new BIR permit or a system update filing. As of October 2026, no RMC has clarified it. Check with your RDO before changing a registered system.
Until the BIR clarifies, our approach is to confirm each customer’s withholding status and rate before the first invoice. Any later difference becomes a reconciliation item matched to the 2307.
A missing or wrong CWT line looks minor until a customer’s 2307 doesn’t match your books. Once the BIR receives e-invoice data, those gaps get easier for it to spot and harder for you to explain.
We set up invoice templates, map customer withholding rates and reconcile 2307s every month as part of our tax compliance work for SMEs. If you’d rather have that sorted before October 16, our tax services cover it from setup to filing.
Is there a penalty for leaving the CWT line off?
RR 6-2026 sets no penalty of its own, but an invoice without the CWT line no longer meets RR 7-2024, so general Tax Code invoicing penalties could apply; as of October 2026, the BIR hasn’t said how strictly it will enforce this.
My customer withheld a different amount than my invoice shows. What now?
RR 6-2026 doesn’t cover corrections, so keep the invoice, payment record and 2307 together and treat the difference as a reconciliation item, since the 2307 is what supports your tax credit.
Does the CWT line change how much VAT I report?
No. CWT is an advance payment of your income tax claimed through the 2307, while your VAT stays based on the sale amount on the invoice.
Does RR 6-2026 cover collection receipts or billing statements?
No. The amendment covers the invoice only and doesn’t mention supplementary documents such as collection receipts, delivery receipts or statements of account.
